Use the microphone activity meter
Stand face to face, open Settings → Audio and confirm the speaker's Microphone Activity moves while they talk. If it does not, check hardware mute, input selection and whether Mute Mode is set to hold. If it moves but sounds faint, raise the device-level input volume and place the microphone closer.
